Orissa Cabinet nods to creation of ORS, OTAS cadre

Report by Orissadiary correspondent; Bhubaneswar: The State Cabinet on Friday gave its nod to create to new cadre in Government jobs. The two cadre would be known as Orissa Revenue Service (ORS) and Orissa Taxation and Account Service (OTAS). These two cadre would be treated as Class Two.
Besides introducing the two new cadre, the Cabinet also gave its nod to give Junior Class one status to the officials of Orissa Administrative Service (OAS), Orissa Finance Service (OFS) and Orissa Engineering Service (OES) at the entry level.
Briefing mediapersons about the Cabinet decision, Chief Secretary Ajit Kumar Tripathy said in order to give more opportunity to the lower rung officials to be promoted to the OAS cadre, officials working under the Revenue Department would also be promoted to this rank.
In order to facilitate the promotion, Orissa Revenue Service Cadre (ORS) would be created. Assistant collector, additional tehsildar, assistant settlement officer and assistant consolidation officers would be placed under this new cadre. Around 1,180 employees would be placed in this cadre. 50 per cent of the ORS cadre would be promoted to the rank of OAS.
The rest 50 per cent in the OAS cadre would be directly recruited through the Orissa Public Service Commission (OPSC). Similarly, the OFS cadre would also be considered as junior class one. In the Orissa Taxation and Account Service cadre, officials of the treasuries, commercial tax and auditors would be included. 50 per cent
from the cadre will be promoted to the rank of OFS.
In yet another significant decision, the State Cabinet also decided to give 100 per cent block grants to the left out teachers and staff of the 488 Plus Two Colleges and 257 degree colleges.
They will get salary as per the pre-revised scale of 2004. Around 8,700 employees and teachers would benefit from the Cabinet decision. The State Government will have to bear a burden of Rs 80 crore on account of it.
The State Government also gave its nod to the uniform method of recruitment and conditions of service to the post of junior lecturers for Government junior colleges and Government degree colleges with facilities for promotions in their career, according to a new rule called the Orissa Education Service in State’s Scale of Pay Rules.
Recruitment will be made to the post of Junior lecturers at the entry level who will be eligible for promotion to the post of lecturers in Junior Class -1 (State scale) on completion of eight years of service and further promotion to the grade of reader (State scale) on completion of 10 years in Lecturer Junior Class -1 and subsequent promotion to the grade of Principal (State scale) after completion of eight years in Reader (State Scale).
