Report by OD bureau; Bhubaneswar: Taking forward the Industry Infrastructural Up-gradation Initiatives, Govt has put the establishment of Plastic, Polymer & Allied Cluster in Balasore (PPACB) in first track. Chief Secretary Sri Bijay Kumar Patnaik has taken a review of the present scenario for development of the cluster in a high level meeting held in secretariat conference hall today.
Review reveals that the cluster is coming up in the outskirts Balasore town involving three areas viz. Ganeswarpur, Somnathpur and Balgopalpur with the initiatives of IDCO. A Special Purpose Vehicle ( SPV) has been formed with representatives from Govt. of India, Govt. of Odisha and North Odisha Chamber of Commerce & Industries( NOCCI) to ground the project.
The total budget of the project has been estimated at Rs.81.90 Cr. which will be shared by Grant from Govt of India, Govt of Odisha, contribution from industries and term loan The Project have been planned with two main components viz. Integrated Logistic Hub and Common Facility Hub. The Integrated logistic hub will have Ware House ( over 33790 sq.feet), Truck Parking with commercial area (over 9000 sq.feet ) and Railway Sidings (over 1km).
The Common Facility Hub will have facilities like Machine Room ( over 14000 sq feet), Testing and Training Center ( over 9500 Sq, feet), Exposition Center, Trade Center( over 26900 sq feet), Auditorium ( 6450 sq feet), Executive Hostel ( 18750 sq. feet), convention hall and Craft Village over (13450 sq. feet). It has been decided that the cluster will have external linkages for water supply from river Budhabalanga for which the budget estimate has been around Rs 14 Cr. Construction of a Bypass Road to the cluster has been taken up with budget estimate of Rs.5.43 Cr is expected to be completed by June,2012. Chief Secretary has advised to strengthen power distribution infrastructure so as to ensure quality power supply to the cluster.
The construction of different components are in various stages of completion. Target has been set to complete the constructions by end of December,2012. The construction of railway siding will start after getting formal approval from Railway authorities. Chief Secretary has directed to prepare the DPR within 2 weeks to be submitted to South Eastern Railway. Strengthening of power distribution infrastructure is expected to be completed by July of current year. Chief Secretary Sri Patnaik has asked all the industries to take up the measures for maintaining good quality of water. Sri Patnaik has also advised to make use of flow water from Bramhani River by raising barrages which will recharge the ground water.
