Report by Saumya Parida; Bhubaneswar: Draw up Milestones of work completion against each agreement signed with contractors and impose penalty for not achieving the milestones ordered Chief Secretary Bijay Kumar Patnaik while reviewing implementation of Integrated Coastal Zone Management ( ICZM) projects in Bramhagiri Assembly Constituency today in Secretariat conference hall.
Review reveal that 8 number of Cyclone Shelters have been sanctioned for Bramhagiri Assembly Constituency in Puri District under ICZM projects. Theses projects are in Jamuna, Titipa Alanda Jharkota Baghamunda Khatiakudi and Guribai areas of Puri District. In the meanwhile bidding process of all theses projects have been over and works have been awarded. Chief Secretary has directed OSDEMA authorities to ensure that different phases of works are completed as per the work plan within specified time schedule.
Pr. Secretary, Revenue & Disaster Management Sri Taradatt has been advised to draw up specific milestones of implementation for each project and monitor the progress every month. Besides, the projects for conservation of archeological monuments like Bhavakundaleswar Temple at Manikpatana and Baliharchandi Temple at Baliharchandi have also been taken up in ICZM. The estimated expenditure to be completed by end of March, 2013 for theses projects is Rs.1.1 cr. each. By now inspection report have been completed. Consultations with Community have been done. The delivery of Scaffolding materials to the work site is under progress. Proposal for protection of sand mounds on which theses temples are located were raised in the meeting. Considering the necessity of such intervention, Chief Secretary has asked Supt. State Archeology to prepare a structural design through the help of a structural engineer for protection of theses mounds and prepare the estimate by end of June. It has been decided that both the conservation works of the temples and protection measures of the mounds will be taken up simultaneously.
Other projects reviewed in the meeting included Construction of Food Courts at Sipakuda over an area of 5200 sq. feet along with Public Convenience Center over an area of 2900 Sq.feet with estimated const of Rs.130 lakhs and Construction of Handcraft Center along with Public Convenience Center at Satapada with estimated cost of Rs.80 lakhs. The land drawings for Satapada project have been prepared and submitted to State Level Project Monitoring Unit for approval. For Sipakuda Project , Collector Puri have been asked to expedite the process of the preparation of land map. The estimates for construction of Food Courts over an area of 7200 sq.feet along with Bio-digester toilets 2 nos with cost of Rs.22 lakhs have also been prepared. D.F.O.Balugaon has been asked to expedite the process of the grant of permission for construction of food courts.
Review of activities under ICZM for alternative livelihood in Bramhagiri Assembly Constituency shows that by now 151 Self Help Groups have been constituted among local communities living in 18 villages out of which 134 groups have been given skill up gradation training along with financial support. All theses groups have initiated livelihood activities. From among them 19 groups have taken up integrated pisciculture, 21 have taken up hygienic dry fish & value added product preparation, 25 have taken up diary units, 20 have taken up poultry and 23 are now in cold chain marketing. Rice Processing and ancillary fishery business have been taken up by 17 and 9 groups respectively. Chief Secretary has advised the concerned authorities to provide necessary follow up services and technical guidance to the groups for success of their projects. The proposal for setting up an ice plant at Satpada for promotion of fish marketing was also discussed in the meeting.
