Odisha: Keep up with time lines directed chief secretary to OTPC

Report by OD bureau; Bhubaneswar: In taking forward decisions of Govt for establishing Thermal Power Station of Odisha Thermal Power Corporation in Kamakshyanagar Sub- Chief Secretary Bijay Kumar Patnaik has directed Odisha Thermal Power Corporation ( OTPC) to keep with time limits set for different phases of work. The direction was given in a high level review meeting held under his chairmanship in secretariat conference hall today.

Review shows the proposed station will be of 3x800 MW capacity at present which be added with  1x800 MW capacity in future. The proposed site covers non-irrigated lands in 10 villages under Kamakhyanagar Tahasil. It has connectivity from NH-55. The place is also connected with major ports like Paradeep and Dhamara. The place is away from Dhenkanal township and river coast. The proposed plant with its water reservoir, water corridor, R & R colony, OTPC colony and railway corridor etc, will be set up over 1970 acre of land. The entire land has been identified.

A railway corridor has been proposed to be developed through villages like Bhagirathipur  Sashan, Mahupal, Bijadiha and Alujharana. Out of total required land 988 acres are Govt land including 84 acres of forest land.  It has been decided that the plant will be given coal linkages through MCL in initial years. Subsequently it will have coal linkages from allotted mines. The plant will have water supply from river Baitarani.

In the mean while the land for different parts of the plants has been identified. Notification under Section 4(1) has been issued.  Survey of plot to plot enquiry, counting of trees & structures, public institutions etc. has been completed in 3 villages.

Target has been set to finish this survey in remaining 7 villages by December, 2012. It has also been targeted that the process of notification up to 12(1) will be completed by March,2014. The Collector, Dhenkanal has been asked to adhere to the time schedule set for different notifications. Public petitions have also been invited from the people of theses 10 villages. So far 250 applications have been received from the encroachers of Govt land in theses villages. Chief Secretary has instructed the field level revenue officials to complete the enquiry of all objections case by case by July,2012.

Xavier Institute of Management has been entrusted the work of socio-economic survey. In the meanwhile survey work in 6 villages has been completed. Target has been set to complete the entire process of survey and submission of final report by January,2013. Tender process has been targeted to be completed by August, 2012.

Chief Secretary Sri Patnaik has directed the forest & Environment Department to expedite the forest Clarence issues so that stage-1 clearance is availed by the time of tender. Pr. Secretary Fiancé Jugal Kishore Mohapatra, Secretary Energy G. Mathivathnan , Director, OTPCL Hemant Sharma along with other senior officers participated in discussions.
