Coal mining, washery and washery reject based power plants policy adopted in Orissa
Report by OrissaDiary.com correspondent; Bhubaneswar: Preparation of policy frame work and guidelines on coal mining, coal washery and washery reject based power plants were under consideration of the State Government for some time past.

The matter was discussed in detail and certain recommendations were made by the State Level Single Window Clearance Authority meeting held on 24.03.2011. The said recommendations were accepted by the High Level Clearance Authority meeting held on 04.05.2011. Government after careful consideration of the said recommendations have been pleased to approve the following policies to be adopted in coal mining, washery and washery reject based power plants.

a) The Power Plant Developer shall supply 33% free power from the thermal power plant based on washery-reject coal to a nominated agency(s) authorized by the State Government.

b) The Power Plant Developer shall pay an annual contribution @ 6 paise per unit of the energy from those plants, sold outside the State of Odisha towards Environment Management Fund.

c) Establishment of coal washing plants shall be restricted to coal mining lease area or within close vicinity of mining areas so that the ash generated could be easily used for filling mining voids.

d) Since coal-washing does not require good quality water, the Company/Developer is to use mine drainage water in their process.

e) Dry washing technologies shall be explored and adopted by the company/Developer.
f) Rain water harvesting is mandatory for the coal washing plants.

g) Reject based power project operators will be encouraged to set up value addition plant for utilization of fly ash such as cement plants, bricks manufacturing units and the like.

h) The Coal companies shall contribute towards a fund as may be decided by Government in Steel & Mines Department for environmental protection, resettlement and rehabilitation of people from coal bearing areas and for upgradation of social and physical infrastructure in the state.

i) Revision of water tariff/rate for water allocation to Coal Washeries shall be worked out by Water Resources Department.

j) The washery-reject based Power Plants shall adequately compensate for fly ash generation as may be decided by Forest & Environment Department/Odisha State Pollution Control Board.
