Report by Jyoti Prakash; Bhubaneswar: Newly formed Micro, Small & Medium Enterprise Department has set its vision to facilitate, promote and enhance competitiveness of MSMEs in the state. For the purpose, a high level meeting was held under the chairmanship of Chief Secretary Bijay Kumar Patnaik wherein Principal Secretary MSME and I&PR N.K.Sundaray presented the blue print vision document of the department for discussion. Discussions in the meeting reveal that Department has started new initiatives for having interdepartmental coherence among various Central Govt. agencies PSU and Corporations for an integrated approach towards promotion of MSME sector.
The department has taken up National Mission on Food Processing form 1st April, 2012 and has drafted a new food processing policy for Odisha which is under the process of examination for concurrence and approval. A Mega Food Park at Rayagada has been sanctioned by Govt of India which will be implemented with support form IDCO and MITS group. In the meanwhile, Department has taken initiative for establishment of a Central Footwear Training Institute at Dadhipatana near Baranga and 15 of land has also been finalized for the purpose. Being encouraged by Governmental initiatives the Footwear Design and Development Institute ( FDDI) has offered to establish its branch in Odisha which is under active consideration of Govt. Pr. Secretary Sri Sundaray while appraising the meeting has stated that the department is also developing draft State Export Policy of Odisha.
It has been decided in the meeting that a coordination and collaborative system will be developed among different departments and agencies like National Small Industries Corporation (NSIC), Khadi & Village Industries Commission (KVIC) , Small Industries Development Bank of India (SIDBI) , Federation of Indian Export Organization ( FIEO), Directorate General of Foreign Trade ( DGFT), Odisha State Financial Corporation ( OSFC), Directorate of Export Promotion & Marketing ( DEPM), MSME Development Institute ( MSMEDI), Odisha Khadi & Village Industries Board( OK&VIB), Directorate of Industries( DI) and Odisha Small Industries Corporation( OSIC). Available data shows OSFC has disbursed over Rs.13000 cr. to 28000 numbers of entrepreneurs mostly for transport, hotel, hospital and agro based industries.. It has been decided that OSFC will be a member of Team Odisha for promotion of MSMEs in industrial clusters and industrial parks.
The department will organize a fortnight long MSME fair each year from 1st Jan, 2013 for providing marketing support, sourcing of technology and business development initiative. It will also organize awareness programmes, business development initiatives, skill development & capacity building for MSME in collaboration with SIDBI. FIEO will collaborate in matters of organizing open house meets, workshops, buyers & sellers meet etc for scaling up the export of MSME products. FIEO has signed over 60 MOUs with various chambers in foreign countries for promoting export business in global market. The proposals for introduction of a single window system for MSME export and establishment of Raptani Bhawan were discussed in the meeting and it was decided to have Raptani Bhawan in proposed World Trade Center.
Chief Secretary has advised the department to make industry wise assessment of the present level of procurement that the big industries and Public Sector Units (established in the state) are making from MSMEs of the State and has directed to develop specific strategy to boost it up to 60% in coming three years. The department has also been advised prepare a Plan of Action for 12th Five Year Plan and draw up moth wise calendar of activities. Chief Secretary has alsoThe Special Secretary, MSME Panhanana Das along with senior officers from above cited departments and agencies participated in discussions.
