Why Odisha don’t have a specialized university for e-governance & cyber forensic?

From last couple of years Odisha is trying to implement citizen as well as government centric e-application. But at various instances resource crunch makes the process slower even at various instance government is depends on other pool of resources that makes the net project cost into a higher side. As e-governance & m-governance evolving as a new segment and number of students can absorb in this model. But to uplift the skill set we have yet not set our own track.

There are some projects which are yet not implemented and the quality of work in terms of various parameter are not standardized .For various instance state is depend upon the center to for the proper standard. Due to poor assessment of the ground reality some of the services those are offered under e-governance model are yet not reached to common public. As mobile is great tool to deliver services to public we are quiet silent and partially depends on the SMS platform to use it as a mode to pass the information of governance where as there are various model through a basic mobile handset we can share information about various citizen services.

Overall the rate of investment in e-governance is good but at the same point of time improper planning and handling of the situation leads to mis-utilization of fund.

If the state will start a dedicated university to degree as well as master degree in for various e-governance model it will solve the resource crunch problem at the same point of time it will help the state to have specialized skilled people on e-governance technology inline with that it will decrease the rate of unemployment. The demand for such skilled person is on top in this recession-affected market and the demand will continue on long term prospective. Even the Odisha can have its own consulting environment to help other states and center on e-governance model.

At the same point of time cyber security is also a key area and the focus for such thing is yet not materialized, we are going through a traditional process of investigation of cyber workforce. If in the age of mobile payment via NFC we will gain the knowledge to solve ATM password related crime then it will not helpful for our citizen.

Gujarat is the 1st state to establish a Gujarat Forensic Sciences University under the agesis of Home Department, Gujarat. It is the only university across the world, dedicated to Forensic & Investigative Science. The University started functioning from July 2009 onwards and in May 2011, received recognition by the 'University Grants Commission'; as a State University, under Section 22 of the UGC Act 1956.

When other states are realizing and working for such approach. Then why Odisha should not make some innovative approach in the way of e-governance and cyber-forensic.
